2. PLANNING APPLICATIONS

20050214: Avocet, Aylsham Road: Detached single garage
DECISION: Supported

20050273: Wahnfried, 4 Church Close: Conservatory to rear
DECISION: Supported

2.1 Rowan House

A planning application for external lighting a Rowan House had been refused by Broadland District Council in November 2004.
A letter had been received from planning consultants employed by Care Principles outlining changes made in the lighting, and indicating that an amended application was shortly to be submitted and seeking support for that application.
The Clerk would copy to the letter to all councillors when the application was to be considered.


3. EAST OF ENGLAND PLAN

The meeting considered the draft revision to the Regional Spatial Strategy. The Vice-Chairman and Clerk had attended a seminar held under the auspices of Norfolk County Council, and reported on matters raised and responses given by Planning Officers.

The meeting debated matters under four broad headings and made responses, as listed below. The Clerk would respond to the relevant Policies in the Plan.

Transport

i) Support for full dualling of the A11 and A47 major trunk roads; the latter to improve links
to Great Yarmouth and Lowestoft sea ports to assist economic growth.
ii) Support for the Northern Distributor Route, to relieve traffic congestion in Norwich City
centre; to support the proposed increased housing around Norwich; and to improve the
environment of the city centre.
iii) Support for the growth of Norwich Airport, as being important for national and
international links.
iv) Support for Policy T1, in promoting travel other than by car.
v) If housing provision on the RAF station at Coltishall were to revert to the private
domain, local transport links to employment centres should be improved.

Environment

i) Objection to Policy ENV2, due to omission of Breckland from the list of areas for
landscape character protection.
ii) Support for Policy ENV9 as regards sustainable water management

Employment

i) Objection to Policy E2, on the grounds that the job growth targets for Norfolk were
unrealistic, particularly without Government support for the infrastructure.

Housing

i) General comment that if the housing stock at RAF station Coltishall were to revert to
the private domain, the proposed new housing numbers for Broadland/North Norfolk
should be reduced accordingly.

ii) As much 'greenfield' land as possible should be preserved in Broadland.

General

There was concern that there was at least no embryo strategy to specifically address coastal erosion principally, but not exclusively, in North East Norfolk.

There should be a co-ordinated approach to the jobs / roads / housing policies.
